How should Local Government be organised in the future
The Government is progressing changes to local government across New Zealand. The goal is to be more efficient so lots of small councils aren't doing the same work right next door to each other.
Under the Government’s Simplifying Local Government reform programme, regional councils like Greater Wellington will no longer exist and instead there will be larger combined councils.
Councils can choose to join the Head Start or the Backstop pathway:
- Head Start lets groups of two or more councils work together and submit proposals to reorganise into new unitary authorities by 9 August 2026.
- Backstop means councils don't make a proposal and the government may decide for them in 2028.
While there’s currently no enabling legislation in place, and the upcoming general election creates a level of uncertainty, the Government has sent a clear message to councils that retaining the status quo is not an option.
If there is community interest in becoming a unitary authority, we can submit an application to the Local Government commission under existing legislation.
This is a significant issue for Kāpiti. While the Government has indicated community views aren't needed, we disagree. Our neighbouring councils are working at pace, so we are too. Your voice will help inform our way forward.
We recognise the process and timeframes set by Government aren't realistic and don't encourage a true democratic process. Despite this, we'll stay actively involved to ensure our community has a strong voice in the conversation.
